💬 Bridging Perspectives
As Mumbai grapples with an intensifying water crisis due to a strike by the Mumbai Water Tanker Association (MWTA), the Brihanmumbai Municipal Corporation (BMC) has invoked the Disaster Management Act, 2005, to maintain the city's water supply. This decisive action follows unsuccessful appeals to the MWTA, which has been on strike since April 10, protesting revised guidelines from the Central Ground Water Authority (CGWA).
Emergency Measures
Under the Disaster Management Act, the BMC is now authorized to requisition private water tankers, wells, and borewells. These emergency measures are supported by the Mumbai Police and the Maharashtra Transport Commissionerate, ensuring essential water services continue during peak summer. The BMC has also established a Standard Operating Procedure (SOP) to streamline water distribution to private housing societies and other critical sectors, coordinating tanker operations through ward-level teams that include officials from various departments. Citizen Facilitation Centres (CFCs) will manage requests for tanker services, with payments including administrative charge.
Background of the Strike
Despite interventions from Chief Minister Devendra Fadnavis and Union Jal Shakti Minister CR Paatil, the MWTA strike persists. The association opposes the new CGWA guidelines, which require stringent conditions such as providing extensive land, proof of well ownership, digital flow meters, and adherence to BIS standards. With 1,800 registered tankers typically supplying million litres daily, the strike has severely disrupted water supply to housing societies, railways, and construction sites.
Conclusion
The BMC's proactive measures aim to mitigate the crisis and ensure Mumbaikars have access to water during this challenging time. By invoking the Disaster Management Act and implementing a robust distribution system, the BMC is working tirelessly to maintain stability and provide relief to affected communities. As negotiations between the MWTA and government authorities continue, the hope remains that a resolution will soon be reached, restoring normalcy to Mumbai's water supply.
