In a bitter twist to India’s beloved mango season, at least 15 consignments of Indian mangoes—destined for eager consumers in the United States—were rejected at major US airports, including Los Angeles, San Francisco, and Atlanta. The reason? Not pests, not subpar quality, but a paperwork blunder that left exporters fuming and nearly half a million dollars worth of fruit destroyed.
The Journey from Orchard to Obstacle
Indian mangoes, prized for their unique flavour and aroma, undergo rigorous treatment to meet US import standards. In this case, the fruit was subjected to irradiation at a USDA-approved facility in Navi Mumbai, under the watchful eye of a US Department of Agriculture (USDA) officer. After treatment, the mandatory PPQ203 certification form was issued—a green light for export, or so the exporters thought.
Yet, upon arrival in the US, Customs and Border Protection (CBP) officials rejected the shipments. The reason: “incorrectly issued” paperwork. Despite the mangoes meeting all requirements, the documentation error rendered the fruit unfit for entry. With no feasible way to return the perishable cargo, exporters had no choice but to destroy the shipments, incurring losses estimated at $500,000 (₹4.28 crore).
Who Bears the Blame?
Exporters quickly pointed to the irradiation facility, managed by the Maharashtra State Agricultural Marketing Board (MSAMB), as the source of the error. They argued that while they followed all protocols, the paperwork mishap was beyond their control. The Agricultural and Processed Food Products Export Development Authority (APEDA) acknowledged the issue but deferred responsibility to MSAMB, which has yet to issue a statement.
Ripple Effects Beyond the Orchard
This bureaucratic blunder comes at a sensitive time, as India and the US are negotiating a broader trade agreement. The incident highlights the fragility of international trade, where a single administrative slip can have devastating economic consequences. For exporters, it’s a lesson in the critical importance of documentation, especially when dealing with perishable goods and stringent foreign regulations.
